The Hong Kong Monetary Authority (HKMA) has formally launched Project Ensemble, a wholesale central bank digital currency (wCBDC) sandbox designed to support the interbank settlement of tokenized deposits and tokenized real-world assets. The initiative is a cornerstone of Hong Kong's broader Fintech 2025 strategy.
Under the sandbox, participating banks issue tokenized deposits on a shared ledger, while the HKMA provides wholesale CBDC as the settlement asset. This enables true delivery-versus-payment (DvP) for tokenized assets, eliminating settlement risk that would otherwise require pre-funding or intraday credit lines.
The initial pilot use cases span four themes: fixed income and investment funds, liquidity management, green and sustainable finance (including tokenized green bonds and carbon credits), and trade & supply chain finance. Several leading banks—HSBC, Standard Chartered, Hang Seng Bank and Bank of China (Hong Kong)—are among the initial participants.
Industry commentators view Project Ensemble as one of the most concrete wCBDC programmes globally, moving beyond conceptual research into live production pilots with named counterparties, real assets and real settlement value flowing on-chain.
